Rita E. Baca of El Paso is a business fashion consultant and sales representative for P and G Prestige. She is past commissioner of the Texas Animal Health Commission, and a board member of the Volar Center for Independent Living, Northeast Rotary Club of El Paso, Women's Fund of El Paso, Federacion Mexicana de Asociaciones Privada Foundation, and El Paso Zoological Society. She is also a volunteer for the El Paso Opera Guild. Baca is a graduate of Bauder Fashion College and Leadership El Paso. Reappointed 9-13-2011.
