Burnett is an attorney in private practice and president of Knox County Abstract Co. He is a past county attorney for Knox County and past district attorney for the 50th Judicial District. He is a member of the State Bar of Texas and Texas Land Title Association, and a past member of the Texas District and County Attorneys Association. He is a member of the Munday Chamber of Commerce and Agriculture, Knox County Visioning Committee, Knox County Central Appraisal District Board of Directors and First National Bank Board of Directors in Munday. He is also chair of the Munday First United Methodist Church Finance Committee, past president of the Munday Lions Club, and a past member of the Benjamin Cemetery Association Board of Directors in Knox County. He served in the U.S. Army Reserve.

Burnett received a bachelor's degree from Midwestern University and a law degree from the Texas Tech University School of Law.
