The secretary of state oversees the state’s election process as chief election officer of Texas. In that capacity, the office provides assistance to county election officials, guarantees equal application and interpretation of election laws and manages a repository for official, business and commercial records.
The secretary is the keeper of the state seal and attestor to the governor’s signature on official documents. The office also publishes government rules and regulations and commissions notaries public. Finally, the secretary serves as chief international protocol officer for the state and is a senior advisor and liaison to the governor for Texas Border and Mexican Affairs.
Young stepped into her new role as CIO in early April 2026, leaving her nearly three-year run with the Texas Higher Education Coordinating Board (THECB). While at the THECB, she served as chief information officer and director of technology operations, support and application development.
