Burgess is an attorney and partner with Norton Burgess law firm in Texarkana. He is a member of the State Bar of Texas, the Arkansas Bar Association, the Defense Research Institute, the Texas Association of Defense Council and the Texas Criminal Defense Lawyers Association. Burgess earned a bachelor's degree from Texas Christian University and a law degree from the University of Arkansas at Little Rock School of Law, where he was an assistant editor of the law review.
