Skeen is a criminal district attorney in Smith County. Prior to serving as district attorney, Skeen served as a Tyler municipal court judge. He has also served as a Smith County assistant district attorney and a City of Tyler attorney. He is a member of the Texas District and County Attorneys Association, the National District Attorneys Association and the Smith County Bar Association. He is director of the board of the Children’s Advocacy Center, and the former president of the Smith County Peace Officer’s Association.

He earned an associate’s degree from Tyler Junior College and a bachelor’s degree from the University of Texas at Austin. Skeen earned his law degree from Baylor University School of Law.
