Mr. Klotz was appointed to the Board of Directors on April 20, 2011 by Houston Mayor Annise D. Parker and represents the City of Houston.

Mr. Klotz is President of Klotz Associates, Inc., a consulting engineering firm located in Houston. Mr. Klotz received a B. S. in Civil Engineering from Texas A&M University, and an M. S. in Civil Engineering from the University of Houston. He is a Registered Professional Engineer in the States of Texas and Louisiana.

In the past, Mr. Klotz served as the National President of the American Society of Civil Engineers, a Board Member of the Harris-Galveston Coastal Subsidence District, an officer of the the Houston Council of Engineering Companies, and the Texas Council of Engineering Companies. Currently, Mr. Klotz serves on the Civil Engineering Advisory Boards for Texas A&M and the University of Houston, the Community Resilience Task Force for the Department of Homeland Security, the Institute for Sustainable Infrastructure Board of Directors, and the Industry Leaders Council.

Among Mr. Klotz's numerous awards are the 2011 Houston Engineer of the Year Award, the ASCE national 2005 Edmund Friedman Professional Recognition Award and the 2004 Texas A&M Distinguished Graduate for the Department of Civil Engineering. Mr. Klotz is a Diplomat of the American Academy of Water Resources Engineers and a Life Member of the American Water Works Association. In 2008, Mr. Klotz was named an Honorary Professor by Ricardo Palma University in Lima, Peru.

Mr. Klotz and his wife, Karen, have four children and one grandchild. They are active in ministries at Tallowood Baptist Church. They reside in Houston.
