Hodge has 23 years experience in government, including director of public works and community development for Friendswood, an engineer for Missouri City and a watershed coordinator for the Harris County Flood District. He also was a project manager for a private company and an officer in the U.S. Army Reserve.

Hodge has a bachelor's degree from Texas A&M University and a master's degree from the University of Houston.
