Personal Information

Brad received a B.A. in public administration from the University of North Texas in 1980 and a J.D. from Texas Tech University in 1985. In law school, Brad received awards for excellence in Local Government Law and Land Use Planning Law from the American Bar Association, Urban, State, and Local Government Law Section. He is board certified in Civil Appellate Law by the State Bar of Texas, one of only a handful of governmental lawyers who holds that certification. Brad is certified as a Local Government Fellow by the International Municipal Lawyers Association, a designation achieved through experience, peer recommendations, and testing. He has written articles for the IMLA monthly publication Municipal Lawyer. Brad is a frequent lecturer on matters involving appellate and municipal law and he has written a number of articles for legal journals. Brad has authored numerous amicus briefs in various courts, including the U.S. Supreme Court, on issues relating to local government. He has practiced in the areas of municipal and appellate law for more than 27 years and has represented the City since 1985.
