Retired Brig. Gen. Orlando Salinas serves as TABC’s Training Division director. He oversees the development of innovative initiatives to address and sustain all-inclusive education, training, research and leadership development. His division also conducts TABC’s new agent academies with training that complies with Texas Commission on Law Enforcement training standards.

Salinas previously served as the assistant division director for the Education, Training and Research Division of the Texas Department of Public Safety. He also served as the army deputy assistant adjutant general in the Texas National Guard and deputy commanding general for the U.S. Army South Fort Sam Houston/Joint Base in San Antonio.

Salinas is a distinguished military graduate of Texas A&I University in Kingsville and was commissioned into the U.S. Army as an infantry second lieutenant. His military education includes Infantry Officer Basic and Advanced Courses, Army Command and General Staff College, and the Army War College. He holds master’s degrees in educational administration and strategic studies and a superintendent certification.
