Lisa Soto was born and raised in El Paso then attended Stanford University, where she earned a Bachelor of Arts in Public Policy with Honors in 1994. In 1997, she earned a Doctor of Jurisprudence from the University of Texas School of Law, where she was on the editorial board of the Hispanic Law Journal and an intern for the Honorable Raul A. Gonzalez of the Texas Supreme Court.
